Handover
A unit is ready when the registers say it is
Not when somebody thinks it is. Four gates are calculated from the live registers — inspections, snags, non-conformances and fire stopping — and only then do the checklist and the signature matter.
Handover readiness
CertificateEvery applicable inspection complete and signed.
2 items still open against this unit.
Nothing outstanding.
All 6 penetrations verified and evidenced.
The four gates
Calculated from the live registers, not ticked by hand
Inspections signed off
Every inspection that applies to the unit is complete and signed.
Snagging complete
Every snag against the unit is verified closed, not just marked fixed.
No open NCRs
No non-conformance against the unit is outstanding.
Fire stopping verified
Every penetration in the unit is verified and evidenced.
In practice
Sixty-four units, each one answering for itself
The gates do the arguing
You cannot mark a gate passed by hand. If the registers say two snags are open against the unit, the gate is open — whatever the programme says, and whoever is asking.

Then the checklist, then the signatures
Nineteen checks in four groups: the unit, the services, the documents, and the building safety items. Two signatures, and the certificate is ready before you have left the flat.
What a handover carries
The checklist
Nineteen checks, in four groups
- The unit itself — finishes, doors, ironmongery, glazing, floor coverings
- The services — commissioned, tested, certificates in hand
- The documents — O&M, warranties, keys and meter readings
- Building safety — on a higher-risk building, the golden thread item for every unit
- Anything still outstanding, written on the certificate rather than agreed verbally
FAQ
Straight answers
What are the gates?
Five checks the app runs against the live registers before a unit can be signed over: every applicable inspection signed off, all snags verified closed, no non-conformances outstanding, and fire stopping verified and evidenced. They are calculated, not ticked — you cannot mark a gate passed by hand.
What is on the checklist?
Nineteen checks in four groups, covering the unit itself, the services, the documents and the building safety items. On a higher-risk building it includes a golden thread item for every unit.
What does the client get?
A handover certificate with both signatures, the checklist, the gate results and the outstanding items agreed at the point of signing — as one branded PDF.
Can a unit be signed over with items outstanding?
It can, if that is what was agreed — but the outstanding items are written on the certificate rather than left to memory, and the gates still show what was not met.

The worked example has sixty-four flats at every stage of readiness, and the gates behave exactly as they would on your own job.
